John Roberson was named president and chief executive of Chicago-based
Target Group Inc
. He was previously commissioner of the Chicago Department of Aviation. Target promotes the development of minorities and women.

Mike Just was promoted to regional manager in Chicago of San Francisco-based URS Corp. He was previously manager of the construction services operations in Chicago. URS offers planning, design and systems engineering.

Tri-North Builders of Madison, Wis., has announced John Kulka was promoted
to vice president of field operations and Matt Fischerto director of operations.
Kulka was previously director of field operations, and Fischer was previously
safety director. Tri-North is a general contractor.

Conrad Philipp was promoted to vice president of Olivette, Mo.-based Murphy Co.
He was previously director of the company's service division.
Murphy is a mechanical contractor.

DeStefano and Partners Ltd. of Chicago has announced the appointments
of three employees to professional boards. Design Principal and Director of Interiors John Burcher was named chairman of the Auxiliary Board of the School of the Art Institute of Chicago, Principal and Chief Financial Officer Kathleen Fanning
was named board member of the Architecture, Construction and Engineering
Mentor Program and Senior Associate Jeffrey Peck was named to serve
on the Fair Housing Commission of the city of Park Ridge.

Spectrum Strategies Inc. He was recently marketing director of the design-build operations of Chicago-based OWP/P. Spectrum is a planning and management consulting firm.

Scott Gorgius, sales engineer with Chicago-based Able Distributors, is the first winner of the Jeffrey W. Berg Member Service Award from the Chicagoland Better Heating-Cooling Council. The honor is given to a member who has exemplified long and meritorious service.

. He was previously president of Oak Park-based Ethos Workshop. PSA-Dewberry provides architectural, engineering, and interior design services.

Caterpillar Inc. of Peoria promoted Karl Vandermyde to manager of Original Equipment Manager sales from manager of sales and product support-East.
Michael Dutton
assumes Vandermyde's former position. Dutton was previously district manager for Europe, Africa and the Middle East. Caterpillar is an equipment manufacturer.

and Dan Kilgore
to senior project managers in the company's industrial division.
They were previously project managers. Graycor provides construction,
maintenance and facilities services.

Dawn Bardone was named pre-construction coordinator of Arnold, Mo.-based Kozeny-Wagner Inc. She was previously marketing coordinator of St. Louis-based S.M. Wilson & Co. Kozeny-Wagner provides general construction, construction management and design/build services.

Scott Hoppa was promoted to regional director of Rosemont-based McShane Construction Corp. He was previously senior project manager and also served as safety director. McShane provides design-build services.

Tom Bock was promoted to project manager of Brookfield, Wis.-based National Survey & Engineering in the Land Development Services Division. He was
previously senior project engineer. National Survey provides civil engineering, surveying and other services.

BSA LifeStructures of Indianapolis has announced Jonathan Badua, Andrew Fishburn, Lara Grooms and Joshua Hunter were each named CAD technicians.
They were previously students. Jonathan Geelswas named landscape architect
and was also previously a student. BSA is an architecture and engineering firm.

David Heslinga was named director of transportation in the Infrastructure,
Planning & Design Division of Woodridge-based V3 Cos. He was previously
general manager and transportation department manager for in Chicago
for Long Beach, Calif.-based Earth Tech. V3 is an environmental consulting firm.

Tony Fiscelli was promoted to general manager in Bridgeview, Ill., of the United Kingdom's Lifting Gear Hire Corp. He was previously national rental center manager. Lifting Gear specializes in the rental, sales, service, inspection and testing of lifting and winching equipment.

Harmon Inc. of Eden Prairie, Minn., has announced Scott Schwartz was promoted to project coordinator in South Bend. He was previously engineering coordinator. In Chicago, Jason Hering was also named project coordinator. He was previously project engineer with Chicago-based Walsh Construction Co.
