Legat Architects Inc. of Waukegan has announced C. Smith "Smitty" Cornell was named vice president of business development and Mark DeBiase was named vice president of marketing. Cornell was previously managing director and executive vice president of Fuji Bank in Chicago, and DeBiase was previously director of corporate marketing with Tyco Engineered Products & Services in Itasca. Skender Construction Co. of Palos Hills has formed Skender Interiors Group LLC and hired two executives to head it, Justin Brown as executive vice president and
