Jeffrey Moecher was named senior project manager of Oak Brook-based Krusinski Construction Co. He was previously senior construction manager and senior project manager of St. Charles, Ill.-based Trotter and Associates Inc. Krusinski is a contractor.

STS of Vernon Hills has announced Patrick Chang was named senior project manager and William Anderson was named project manager. Tracy Hart, president of St. Louis-based Tarlton Corp., was elected chairwoman of the board of the Associated General Contractors of St. Louis. She is the first woman to lead the group.
George Tuhowski III, general superintendent of construction of Hoffman Estates-based Leopardo Construction, was elected to the Board of Directors of the Chicago Chapter of the Washington, D.C.-based U.S. Green Building Council. He will serve a two-year term. Leopardo is a contractor.
Lyle Ehlers, president of Waukegan-based Boller Construction Co., was elected president of the Lake County Contractors Association. He held the position 20 years ago.
Tom Arsovski, senior associate in Chicago of New York-based Perkins Eastman, was appointed to the Greater North Michigan Avenue Association Sign and Urban Design Committee. Perkins Eastman is an architecture firm.

Rieth-Riley Construction Co. Inc. of Lafayette, Ind., was named the Outstanding Hot Mix Asphalt Producer of the Crawfordsville District for the 2007 construction season by the Indiana Department of Transportation. The program allows producers to take responsibility for all aspects of asphalt production. Rieth-Riley is a contractor.
Stanley Consultants of Muscatine, Iowa, has opened an office in St. Louis. Dave Goetz was named to manage the office. He previously headed the Chicago office. Stanley provides engineering, environmental and construction services.
